To dress your toad, slip the elastic tether onto the toad's wrist. Then, slip the bucket handle on, and voilà!
The tiny lid does come off, in case you would like to fill it with your own goodies. It snaps on, but not super securely. If you don't plan on filling the tiny pale, I would suggest a tiny bit of glue or something to help the lid stay in place.
